- How should Palestinian organisations and affected communities shape it?
- Who could take responsibility for decisions and explain them publicly?
- Does the 150-million goal and 30-million minimum make sense, and how should support be checked?
- Are the legal references, claims and translations accurate?
- What would justify revision, postponement or closure?
